Background

Ted is a gang leader in Syndicate and an informant/collaborator for the Public Security Bureau, a position which he used to bribe sheriffs, steal intel and expand his network in Syndicate. He may also have worked for Parma, judging by his knowledge of the Inheritance. Ted claims that, despite being a gangster, he is a victim of Mania and wants to wipe out Sinners to restore order in Syndicate. This is despite the fact that, at some point in the past, he was given treatment Dr. Iron at SALVA Hospital that prevented him from using Mania crystals and given an artificial eye. He remains obsessed with Mania as a way to gain power, but remains very careful to protect himself from contracting it himself.

Ted is noted to be a skilled sharpshooter, able to shoot the Gray-Haired Girl seven times while intentionally not landing a fatal shot.

Ted appears to defend the Chief from the Gray-Haired Girl. He shoots her several times, forcing her to flee, but urges them to retreat with him rather than pursuing her. He explains how the spread of Mania is responsible for the ever-increasing crime rate in DisCity, which he blames on Sinners, provoking conflict with Hella. When the Chief pushes back, however, he apologizes, and introduces himself as an informant and assistant for the Public Security Bureau's local security precinct which the MBCC team was meant to meet up and collaborate with. The Chief is suspicious, but he confirms these credentials by restoring contact with Nightingale. He then delivers the intelligence promised by the Public Security Bureau — Suspect R is hiding out at SALVA Hospital — and suggests that the Sinners at the hospital have likely joined forces with the Gray-Haired Girl against the Chief.

Ted initially attempts to lead the MBCC team to the precinct, but when it is captured by The Legion, he instead brings them to the stronghold of his gang. Although he greatly respects the Chief for their ability to control Sinners, he doesn't understand why the Chief shows concern for them, and refuses to restrain his men from abusing Hella. When the Chief allows Hella and Hecate to fight back, he takes their side, even knocking out one of his own men who asked for help in the battle.

Ted assaults and tortures Brand and Laura for information on Suspect R, learning that the mysterious Sinner is being treated in the hospital basement by Anne, and that she has found something called the Inheritance. Although Brand tells him everything that he knows, Ted still attempts to kill the severely wounded Laura, but is stopped by Hecate, at the Chief's order. Later, when they begin the assault on SALVA Hospital, Ted is pleased to see his own men begin to be overcome by Mania, as it will give them the power to finally destroy the Hospital like they've always wanted. However, he flees when the group is attacked by Brand, now transformed into a powerful Corruptor.

Ted reappears attempting to sneak into the Hospital from behind while his gangsters attack from the front. The Chief confronts him, having pieced together that Ted is the one who leaked information about the classified mission from the Public Security Bureau and is the master who sent the Gray-Haired Girl as an assassin. Ted laments that they were not able to work together, but springs his trap nonetheless, triggering the Mania capsule in the girl's heart and sending a wave of corruption through the basement of the Hospital, then enters to find Suspect R. There he tortures Anne for her location and leaves the girl to fight the Chief and their Sinners, boasting that she is subjugated to the point of following his orders even while crippled. When he discovers that Suspect R has escaped the basement, he returns further torture Anne, but is stopped by the Gray-Haired Girl, finally able to defy his commands.

She speaks for the first time, asking Anne whether it is still possible for her to be saved. She says that if she can live on, she will do whatever it takes, even siding with Ted, because someone is still waiting for her; but if she is doomed, then she has no reason to keep obeying him.

If the Chief says that she can still be saved, she angrily retorts that she doesn't want well-meaning lies, but they insist that between the Shackles and SALVA's treatment, there is still hope. Her despair fades, and the mere thought of hope begins to reduce the symptoms of her collapse; but as she reaches out to the Chief, Ted presses the button to release more Mania crystals into her body and she instantly collapses.

If the Chief says that it is too late, she turns on Ted, saying that she knows the reason he has abused her so terribly for so long is because he is afraid of her, hating Sinners but also coveting their power. Before she is able to kill him, she loses control of her powers; she asks the Chief to kill her, and they agree, but ask for her name. The girl says that she can't remember it, and then collapses.

While Anne brings the girl into SALVA's secret room, Ted flees with some mysterious object that prevents monsters and Corruptors from attacking him, intending to gather another group of thugs and attack again. He says that the people he works for will punish him for failing to locate the Inheritance, and hopes that killing the SALVA Sinners and the Chief will be enough to satisfy them. Before he is able to escape, he is stopped by Iron. He mocks her, saying that as a doctor, there is no way that she will kill him; Iron agrees, and says that indeed she doesn't kill, only heal. Iron then uses her scalpels to lobotomize Ted and his men, forever curing them of their obsession with Mania.
