West District Order Management Regulations

Enacted in N.F. 99, the West District Order Management Regulations, sometimes referred to as the West District Regulations, are a set of laws that essentially relinquished the City Council's authority over Syndicate, allowing the district's gangs to function as its de facto government. All government agencies moved out of the West District, with the exception of the Public Security Bureau. In exchange, it became more difficult for Syndicans to legally travel to other parts of DisCity, now requiring a series of formal applications and paperwork.1 Given that sending the Chief after Suspect R was also considered a violation of the West District Order Management Regulations, it appears that it also restricted non-Syndicate legal officials from operating outside of Eastside and the Rust.

By N.F. 113, Paradeisos considered the passage of the West District Order Management Regulations to have been a grave error, motivated by selfishness among the City Council rather than reason.

Suspension

In N.F. 112, as The Legion was on the verge of reunifying Syndicate, the Public Security Bureau invited Zoya to a conference at Keylan Square to renegotiate the terms of the Regulations. This negotiation turns out to be a trap, designed to destroy The Legion and maintain the chaos in the West District. The subsequent battle between Zoya and the authorities became the genesis of BR-004. Once the Black Ring was confirmed destroyed and the Public Security Bureau's corruption came to light, the West District Regulations were officially suspended, with control of the district transferred to the Reconstruction Executive Committee.
